Stopping this is actually quite easy, if convicted of trespassing, convicted of graffiti, mandatory five years in a state prison, illegal to drive in California for five years, notwithstanding what other state driver license you obtain. No state licensing of ... for ten years, ie. a real estate license, business license, tattoo license or ... mandatory garnishment of monies earned like it is for child care and most importantly, the cost of all this management to enforce compliance be charged to the convicted.
